The coil pack is out. The tie wraps are for identification purposes. Each of the black fittings are wire connectors, there is a corresponding colored tie wrap on the male fittings that get plugged into these when re-installing.

TIP: If you "keyhole" the bottom mounting bolt (red circle) you can pre-install the mounting bolt in the head, then when the engine is installed just slip the coil pack over the bolt. Getting that bolt installed after the engine is installed is a real tough job!
